I don't know what she will be if she is ever defined canonically, but in my Far Shores chronicle, Queen Arkasi is a Fire-Aspected Outcaste Dragon-Blooded, descended from the historical figure Summer Conflagration (who was slain when she invaded Halta).

Queen Arkasi's cousin is the resistance leader Faraka.
