Breeding Background
The Breeding Background is found in the Dragon-Blooded books. With the existing system it is pretty easy to get to 100% Exaltation rate for children, without Legendary Breeding, and yet Legendary Breeding mechanically doesn't guarantee Exaltation of a child if the mate is a mortal. This is just an idea for revamping how it applies to the Exaltation chance of children:
You could do something like:
1. For children, each generation they are removed from an Exalt, they get 1 die to roll for Exaltation, but they also require 1 extra success to Exalt (thus the child of an Exalt gets 1 die and only requires 1 success, while the grandchild of an Exalt gets 2 dice but requires 2 successes, etc.) Thus it gets harder and harder to make the roll, but always remains possible.
2. The average Breeding (round up if both parents are Dragon-Blooded, round down otherwise) adds extra dice +1 per dot, and having 2 Exalt parents adds an additional +1 die (so even if two Exalted parents both have Breeding 0, then you have 2 dice to roll for the child).
3. Mortals can have Breeding 1 - 5, and this adds dice as normal, but extra successes are still required to overcome the relevant generational gap. Alternately, the only special mortal breeding is the Terrestrial Bloodline Merit, and it just adds +1 die to the Exaltation roll.
4. Breeding 6 instead adds one single automatic success, but since one parent is an Exalt that means it just works.
